Arm attachables move as if attached to head?

Post subject:  Arm attachables move as if attached to head?

I was trying to mess with the combine overwatch mod, and attempting to create a heavy soldier by slapping armor on every exposed area. I managed this for the head, torso and legs just fine, but when I added attachable armor to the arms, (literally to the arm attachable object), and then view the actor on the actor viewer, the armor moved up and down with the actors head, even though the actors arm remained stagnant. What am I doing wrong?

the arms rotate with the head, if they're holding something. You haven't done anything wrong, its how it works. It looks right when you have something to hold, so that the arms rotate with the armor.

I always test my stuff in a scenario, not the viewer, just what i do, cause I might notice some other things too while trying the stuff out.
