Yes.
Did you remove the * in front of *BearFederation.lua in Factions.cfg?

I can't see any * anywhere.

Open the .cfg file
You should see a list of names
they are the names of the factions
in front of them should be asterisks.
If you delete the asterisks it allows you to play as the faction in question as long as you have the respective mod installed.

It doesn't let me edit the file in any way.

By "it" do you mean your OS?
If you are running Windows, and installed Cortex Command to the default directory of Program Files, then you are probably running into the standard permission restrictions of Windows.
If that is the case you need to move the entire Cortex Command directory out of Program Files and to somewhere else.
Personally I keep all three versions of CC I have installed running out of "C:\Games\Data Realms\"

I did Alteisen Arsenal Labs (me) versus Bear Federation.

Needless to say, the whole map was pretty much destroyed after the battle, and it would have gotten more destroyed if a random shot I made didn't kill their brain (damn, I wanted to kill that boss dummy.

The 7z file was compiled using a 32 bit version of 7Zip.
