Strange problem, The water is there and works, But I cannot see it.

Hm. Apparently, there are references to a "Revolver Cannnon" and an "Auto Shot Pistol" in B23 era mods. The first reference is obviously a misspelling, while the second either doesn't exist or is referenced differently in B24.

However, I haven't seen anyone else report these. Is it just my particular download, or are these problems more widespread and I just haven't looked hard enough?

Comment "IncludeFile = Hydro.rte/Skirmish Activities.ini" out in the index file and it should work.

Read the tutorial in the OP, you need, before anything else, cover everything below the water surface with the "background water" module (the surface one obiviously for the surface), place your water element at the surface at any time you want.
Build your base and after everything is done, do the first step just with the none background version of the water module and it should work fine.

is it possible that more work is going to be done on this mod,

it would be cool if there were a water auto placer that put backgrounds plants and effects all at once.
Also if you could put water in just some areas and not across the entire map?

The former is incredibly difficult, as placement is not terribly accessible to Lua. The second is somewhat laggy and defeats part of the simplicity and problem avoidance of the mod.
