I typically just open the palette.bmp file (or a different sprite that has used the palette), that'll give you the palette easily. Otherwise, File/Preferences/ColorPalette and then set palette.bmp to be your default 8-bit palette. If you want to convert a different sprite to the palette, just copy-paste on to palette.bmp, but be sure to set the correct image dimensions first.

Can't make a palette out of a .bmp, has to be .pal.

EDIT: nvm, I think it works now.
