Oh god, all that forced balancing wouldn't matter if it the cost of the thing were even part of the deal. Real life example: US military - massive funding, full of tacticool expensive weapons and basically unlimited ammunition. NZ military - low funding, air force just sold their jets (they don't need them, but they should really reoutfit some of the old hercules into AC1300-esque deals, there's a lot of mountable weaponry lying around), pretty limited capacity.
Bottom line: more money in should mean more firepower/resilience/whatever the case at hand requires, bases with more income should be better equipped. I hope this won't fall prey to the same problem CC does: player controlled actors are infinitely more effective than AI with almost any weapon at almost any range.
A massive problem with CC is that you don't even blink at the cost of most things, so every item ends up being more or less balanced with every other item. If there is a purchasing system, it should have some weight.
