Well it's true. I'm still certain that this would work really well with land and air. You could then add amphibious vehicles and seaplanes, for added effect.

You need to make a mortar ship. Two swings of range per luck point, one movement swing per luck point, can fire over land but it's easily destroyable.

I forgot you agree on how long will the swing distance be at the beginning, so one swing seems reasonable.
