It's not a joke. He didn't want to release it, but numgun told him to, and as they are good friends, he did so.

This may not be all that revolutionary, or of any quality, but damn that dragon can get over terrain without a jet pack! I might just resprite it and give it a weapon head for more of a dragon appearance.
